You're thinking about how long this is going to take, what it's going to cost, and whether the house will actually feel like your house again when it's done. But insulation is one of those things that gets decided quietly in the middle of a rebuild, often without much explanation, and it affects your comfort and your utility bills for years afterward. It's fair to want to understand what's actually required and why, before someone starts closing up your walls.

Why insulation almost always has to be replaced, not just dried

Fiberglass batt insulation that gets saturated by water loses its loft and much of its ability to trap air, which is what gives insulation its R-value in the first place. Once it compresses and mats down, it doesn't spring back, even after it dries. Cellulose insulation is worse in this respect because it can hold moisture for a long time and become a breeding ground for mold inside a closed wall cavity where you can't see it. Insulation exposed to fire and smoke has its own problem: it absorbs odor compounds and soot particles that are very difficult to fully remove, so even insulation that wasn't burned but sat in a smoke-filled space often needs to come out. In both cases, the practical answer during a rebuild is usually full removal and replacement rather than trying to salvage what's there.

What Arizona's energy code actually requires

Arizona follows versions of the International Energy Conservation Code (IECC), adopted and sometimes modified at the city or county level, so the exact requirement can vary slightly depending on where your home sits within the Phoenix metro area. In broad terms, the code sets minimum R-values for different parts of the house: attics and ceilings typically need the highest R-value since that's where the most heat gain happens in our climate, exterior walls need a lower but still specific R-value, and floors over unconditioned space (like a garage) have their own requirement. When a wall or ceiling is opened during repair work, the rebuild generally has to bring that assembly up to current code, not just match whatever was there before. This is a common surprise for homeowners: if your house was built decades ago with lighter insulation than today's standard, a repair to one wall can mean that wall now needs to meet a higher R-value than the rest of the house.

Attic, wall, and slab considerations specific to this climate

Phoenix-area homes live and die by their attic insulation because of how much radiant heat comes through the roof for most of the year. Blown-in fiberglass or cellulose in the attic is common, and the code minimum here tends to be the highest R-value called out anywhere in the house. Most jurisdictions in the Phoenix metro require an insulation inspection before drywall goes back up, because once the wall is closed, no one can verify what's actually inside it. This inspection is separate from a final building inspection and happens earlier in the process. If it gets skipped or rushed, it can hold up the rest of the rebuild or create a problem later if you ever sell the home and an inspector or appraiser asks about permit history. A brief, minor dampening that didn't reach saturation is a different situation, which is why it matters to have someone actually assess the material rather than assume.

Does a small repair really have to meet the full current energy code?

Generally, yes, for the section of the home being opened up and re-insulated. This is a common source of unexpected cost, especially in older homes, because it means one repaired wall can end up better insulated than the rest of the house.

Why does my attic need so much more insulation than my walls?
