Reconstruction is the second half of a damage claim and it works differently from the first half. Mitigation is about stopping loss: extraction, containment, drying, removing unsalvageable material. Reconstruction is about restoring the structure to pre-loss condition, which means framing repairs, insulation, drywall hang and finish, texture match, paint, trim, cabinetry, countertops, flooring, and the finish carpentry that makes a repair stop looking like a repair. In Arizona, matching an orange peel or knockdown texture on a patched wall is its own skill, and a bad match is the thing homeowners notice every day for years. Avondale grew fast. A large share of the city's homes went up during the late 1990s and 2000s boom along the Estrella Parkway and Dysart corridors, in subdivisions like Garden Lakes, Rancho Santa Fe, Coldwater Springs, and the newer stretches south of the river toward Estrella. Monsoon storms roll into the West Valley off the desert with blowing dust ahead of the rain, and the microburst winds that come with them lift tile and lift or peel roof edges, so the leak often shows up days later at an interior ceiling. Avondale also sits along the Gila and Agua Fria confluence, and low lying areas near the riverbeds and the older drainage channels take on water when a storm dumps hard and fast. Then in January and February the reverse problem: a cold snap on an unprotected hose bib or an exposed line in an uninsulated garage wall. If your damage came from any of those, the rebuild has to fix the cause, not just the drywall, or you will be doing it again.
